The ranks and structure of the Reserve



As a military organization, CAIN has a structured chain of command that performs a number of valuable functions. Pilots can easily determine who has the most experience, the confidence and responsibility necessary to lead combat operations (and bring them to a successful conclusion), and who can make important decisions about corporate policy when answers are needed in short order. Ranks are not used for forcing lower-ranked members to do the bidding of higher-ranked members - especially in peacetime. During wartime, however, it is imperative that pilots follow the chain of command. Because of this, the general staff makes sure that flag officers are not only experienced, but that they command the respect of the rank and file so that they can trust the decisions and follow the orders of flag officers without a second thought. The burden of rank is a two-way street, and both sides work together to make sure that things run smoothly.

Admiral - the highest standard flag rank. Admirals must have held the rank of commodore for a minimum of six months prior to promotion, and must be nominated by a member of the general staff for promotion to this rank. Promotion is approved by a majority vote of the general staff (with CINC vote breaking any ties). The Chief of Fleet Operations (CFO) must carry the rank of Admiral to assume his or her position. While divisional commanders may hold the rank of Admiral, only the CFO is required to do so. All admirals, regardless of position, sit on the general staff.

Commodore - the intermediate flag rank. In order to be promoted to commodore, an officer must have held flag rank for a minimum of three months and during that time, the officer must have led a significant number of combat missions (be they low security patrols or war operations) during which contact with hostile forces was made and CAIN forces emerged victorious. In addition, the officer must be nominated for promotion to commodore by a member of the general staff and approved by a majority vote of the general staff (with CINC's vote breaking any ties).

Captain - the lowest flag rank. In order to be promoted to captain, a pilot must held the rank of commander for a minimum of three month and have a significant and successful combat record during his or her time in service. They must also have earned the respect of their peers and be trusted to lead combat operations with confidence. They must be nominated by another flag officer for promotion to flag rank, and while a formal vote of the general staff is not necessary for their promotion to captain, a minimum of two members of the general staff (one of whom must be the CFO or CINC) must sign off on the promotion, and a formal objection by two or more members of the general staff to the promotion will veto it. Captain is the minimum rank required in order for a pilot to be considered for a divisional commander position.

Fleet Ranks
Commander- the highest non-flag rank, commanders are the most experienced of the rank and file, with significant combat experience as well as a minimum of six months in the Reserve. In order to be promoted to the rank of commander, they must be nominated for promotion by a flag officer and approved for promotion by two members of the general staff (one of whom must be the CFO or CINC). A formal objection by two or more members of the general staff to the promotion will veto it.

Lieutenant Commander- pilots with this rank have distinguished themselves in combat during wartime or on multiple patrols over a period of at least six months in the Reserve. In order to be promoted to lieutenant commander, pilots must be nominated by an officer of commander rank or above, and approved by a minimum of two officers rank commodore or above (one of whom must be a member of the general staff). A formal objection by any member of the general staff will veto the promotion. Lieutenant commander is the minimum rank an officer must achieve prior to receiving divisional responsibilities, such as recruitment officer, quartermaster, or diplomatic and intelligence staff.

Lieutenant- A recruit will be promoted to full lieutenant if all the following terms are met: the pilot has a minimum of three months flight time; the pilot has shown an active interest in the operations of CAIN during his or her probationary period; the pilot has participated in a minimum of two combat operations and performed well, according to the operational commander(s); the pilot has shown an ability to operate self-sufficiently.

Lieutenant Junior Grade- this rank is bestowed upon recruits who have successfully completed their probationary period. The privileges for a Lieutenant JG are few, and most Lieutenants JG who do not achieve the rank of full lieutenant within a year will most likely be mustered out of service with the Reserve.

Midshipman- this is the rank all new recruits have in the Reserve during their probationary period. It confers no privileges, other than the basic ones of being in the Reserve.

Flag Rank
The rank Admiral, commodore and captain that makes up the leadership of the Reserve and often are the divisional commanders of the Reserve.

Fleet Rank
The five ranks below commander that makes up the majority of the reserve. When members reach the rank of Lieutenant Commander he receives  a divisional position where the pilot has shown skill during his service.

CAIN has four divisional commanders whom each has one area of responsibility.

Chief of Fleet Operations (CFO) Is in charge of the Fleet Operation Division, responsible to  carry out any military objectives of the Reserve. Current CFO is Admiral Ladel Teravada.

Quartermaster General (QMG) Is responsible for the Quartermaster Division and of the material needs of the Reserve making sure that logistic during both peace and wartime is working as intended. Can appoint junior Quartermasters to help out with the task. Current QMG Captain Sarendra.

Chief of Diplomatic Staff (CDS) has the  responsibility of the Diplomatic Division and the public responsibilities of the Reserve, the CDS is in charge of public announcements on behalf of the Reserve. Current CDS is Captain Demion Samenel

Chief Recruitment Officer (CRO) Responsible for the Recruitment Division and is in charge of both recruitment and the training of new recruits in basic combat operation. The CRO can appoint recruitment officers that can help out and make sure same high standard is meet. Current CRO is Captain Tyyne Kerttu

CAIN holds meeting in "Port Larren" over the appearence of Drifters in system.

With the appearance of the undentified structure 2 months back, Fourth District system of I-MGAB more locally known as "Ayem" has been on a higher alert. Fourth District News Service received information that individual combat  and research vessels has been paroling the area trying to figure out what the purpose was and if it posed a treat to the District. Just recently the the structure became fully visible and the so called "Circadian Seekers " began to appear. Only one time the confrontation became hostile but no information or communication has been successful.

With the appearance of the "station" or "communication tower" and strange unknown battleship in the system, Fourth District has again reacted by increasing the patrol in the area.
The battleship that has been identified from other part of new Eden as Drifters and has put the empire on high alert  forced a quick meeting shortly after the structure became fully visible.

Capsuleers mostly from CAIN but also from Copperhead joined in with Captain Demion Samenel, Alliance Executive Officer from Fourth District, to discuss the matter at hand.

After the meeting Cpt. Demion Samenel summarized the meeting as successful and he then assured us the they are doing everything they can to determine the reason behind the appearance.

"As of now we dont consider them hostile and we will not engage them until we can make a more detail assessment of their purpose. We will stay in contact with other alliances and also via our office in Nonni with both Caldari Navy and the CEP to see if the poses a threat to us our the State."

CAIN officers recives the Caldari Prime Defense Ribbon.

Over a year ago we The Fourth District assisted the Caldari Navy with military aid during the conflict that lead up to the destruction of the Navy Titan Shiigeru, we did what we could do to defend the Titan and was drawn into a conflict that could escalate into a full blown war. But it didn't, Ishukone Corporation took the opportunity to provide aid to rebuild the damaged planet. And quit recently in the news the city of Arcurio is under the administration of Ishukone. We have pledge to defend the Caldari way of life where we can and this was a call from the State Navy and the CEP, which we responded to. That is way we now have decided to award those of CAIN that have made an active and honorable contribution to this organization and during the one week deplyoment.

For their honorable military service in the defense of the Navy Titan Shiigeru over Caldari Prime, and for the defense of relief efforts from Ishukone Corporation to Caldari Prime between the dates 115.3.22 - 115.2.29, following officers will be rewarded the Caldari Prime Defense Ribbon.

CAIN is handing out Providence Campaign Medal to its members.

In a open correspondence to the officers of Caldari Independent Navy Reserve it was made public that many of the corporations pilots will receive reignition for their accomplishment over last years here in Providence. Spokesperson from CAIN Demion Samenel sums it up in a few words.
 "It has not been without difficulties of course to turn this hinterland of null-sec into something more is a hard task, but it has not been achieved without the daily efforts of our pilots, we will continue to support anyone that wishes to make a mark for themselves in the District"

In just a few days, we will be celebrating our third year here in Providence; on YC 113.6.21, we took control of the I-MGAB station and soon after, the entire constellation, establishing an outpost of the Caldari State and its values here in the hinterlands of nullsec. Since that time, we have worked closely with the other Holders and inhabitants of the region, and on many occasions we have show that we are one of the lynchpins of Providence defense. In recognition of your accomplishments, the CINC of CAIN has ordered the issuance of a Providence Campaign Medal to those of you who have been an active part of the development of the Fourth District during our time here.
 
The criteria and recipients are as follows:
The Providence Campaign Medal shall be awarded to those who have served the Fourth District and been an active participant in the defense of friendly assets in the Providence theatre. In order to be awarded this medal, a recipient must:
 
* Have served in the Caldari Independent Navy Reserve within the Providence theatre of operations for more than 365 consecutive days or a total of 730 nonconsecutive days, for no single period less than 180 days.
 
* Have participated in the defense of Fourth District sovereignty in either the defense of 3D-CQU against the Scapegoats in YC 113 or the allied defense operation of the super capital shipyard in I-MGAB in YC 115, or in any similar defense operation in the future.

Fourth District sends small task force to assess the call for aid from CONCORD.

Early morning on the 7th, the military command of CAIN and the alliance joint military command received a cluster wide call for aid. This message was received from a cluster wide transmission and relayed to Fourth District News Service.
"Yulai – CONCORD's request that capsuleers assist in an assault on high-priority targets has been amended with a warning of potential retribution from enemy combatants. "We have reason to believe that our assault on this threat to New Eden will be met not only with open hostility, but with a cold and calculated counterblow," said Kilkkuken Mallen, CONCORD representative. "There are powers at work here that do not have the best interest of New Eden at heart, and they are gathering their forces as we speak. We fear we will have to deal with considerably greater opposition than originally expected, so we implore capsuleers yet again to side with the forces of all that is right and just - and, again, leave all the cleaning up to us."
Due to the extend of the operation it was decided from the joint chiefs of the military council that the alliance would send a small task force to assess or if possible assist in the attack. Fourth forces travelled to the solar system of Sarum prime were a Amarr and Caldari fleet was assembled. The initial report form the task force command showed that the cooperation between capsuleers and the different Empire Navies was hard and no clear commands was given.

"I have no idea what went wrong but it is clear that the navies might have not fully understand the power that capsuleer alliance hold in their systems. They would never have done what they did without proper preparations otherwise." - Commander Demion Samenel

The combine fleet of Amarr and State fleet proceeded to the target system, now with a large fleet of capsuleer pilots. The Capsuleer fleet came to a hold in the system of Doril were Razor alliance was waited with heavy attack cruisers and warp disrupting bubbles around the "in-gate" of Doril. "Its was a massacre" the reports states from the Fourth District task force.

"We were not able to jump into system and proceed with our assessment and so were not able to assist any further". Commander Demion Samenel, Head Diplomat from CAIN tells the District News Service.

"Acting Fleet commander Nidia Masters did a good decision to halt our progress beyond the star gate of Doril before we proceed. Lieutenant Turleus did however jump in as he was in a Recon ship and gave a assessment and a first hand witness to the brutal decimation of the capsuleer fleet." Again Commander Samenel tells District News

"It must be handled much better then this if a large fleet operation would ever to succeed against a much more prepared Razor Alliance, who got the same cluster-wide broadcast as the main fleet did" - Commander Samenel

We are still waiting for a official report from the 4 empires on the failure of the operation, as the criminal organisation managed to destroy the targets before the main fleet. But much is still unclear so we have to wait and see what is the official report, if all is included there...

Heavy fighting in Haatomo system between Templis Dragonaurs and Navy forces




Later in the evening on the 18th the office of Diplomatic relations from Fourth District intercepted a cluster wide broadcast 
"SCOPE BREAKING NEWS - Reports of sporadic gunfire on board Haatomo VII - Moon 3 station after Caldari armed forces assault sieged hangar."
 Caldari Independent Navy reserve responded by sending task force from the District and meet up in Haatomo solar system with the observer team from 4TH District. 

The task force under the command of Admiral Ladel Teravada arrived shortly with a fleet Caldari attack battlecruiser "Naga" class with "Vulture" class command support. The fleet warp in at close range from Caldari Construction undock were 4th task force hold position. 

Shortly after, the stations communication system started to broadcast and Dragonaurs terrorist Tolen Kirachi spoke to the fleet outside.  Heavy gunfire could be heard in the background from the interior of the station that muffled hist broadcast.
Tolen Kirakachi > You guys think you can burst us open like that? You can break a few men, but you can't break our ideals, pigs.
Suddenly a capital fleet with Templis Dragonaurs markings undocked and tried to clear the area outside from capsuleer presence Chimera and Phoenix class carriers and dreadnoughts was now sitting just outside the station. Order from caldari Navy was given to keep the caprial fleet from escaping and order to open fire was received from 4TH task force commander Adm.Ladel Teravade.

Most of the Dragonaurs fleet had to be taken out before the Caldari Navy force could undock from the station. One after one, the terrorist fleet lost their capitals from the massive damage of capsuleer piloted battleships and battlecruisers and when the undock was clear the allowed the Navy to undock, the fate of the provist supported fleet was sealed. Not long after a neutral flagged navy raven class battleship undocked and succeeded to escape from the blockade. This was no other than Dragonaurs commander Tolen Kirakachi, when this was positive confirmed from Navy commander Tano that he was missing from the station and had escaped, orders from Navy commander Tolen was broadcasted.

CAIN´s Navy intelligence contacts around the State succeeded in locate him in the system of Otsasai  This was directly sent to the Navy Cmdr.Tano. 
Ladel Teravada > Strike Commander Tano? Tolen Kirakachi has been located. Sending information directly. 
After that the hostile capital fleet was destroyed, DED officer Odo Korachi entered system to assess the situation, and a discussion on open comms could be received by the gathered capsuleer forces. 
Odo Korachi > This is Brigadier General Odo Korachi of the Directive Enforcement Department - Caldari Navy - Status Report.
Tarawari Tano > Back off, DED. This is an internal Caldari matter and we have the situation under control 
Tarawari Tano > All hostile capital ships have been destroyed or taken control of in the docking ring
Tarawari Tano > We are currently attempting to discover the whereabouts of one of the Dragonaurs by the name of Tolen.
Odo Korachi > Excellent work. The Directive Enforcement Department has listening posts open for the Raven class that just departed. 
Odo Korachi > We have just received notification that Tibus Heth is branded as wanted by the Caldari State. If he's on board, he's yours. If we come by him, he'll be turned in as per Article 9.
When this was received 4th District task force immediately went to the target system of Otsasai, and at this point is even seemed that Tibus Heth was onboard the fugitive Tolen´s ship. But no positive confirmation from Caldari Navy command could be obtained, one things was clear however, Tibus Heth was not onboard the station when the dust had settled. 
Tarawari Tano > Assuming you can take Heth alive, do so. We will give him a proper trial

 In Jan solar system, 4TH District forces meet resistance from pirate capsuleers that stopped 4TH forces progress into Otsasai system, this was enough for Tolen to hide inside Otsasai system. After a few hours of search, orders came from task force commander Teravada to stand down for now and continue our search later.

Terrorist Tolen Kirakachi and presumably Tibus Heth is hiding for now, but they will surface soon, its only a matter of time. Which is nothing for an capsuleer.

CAIN sends Personnel to New Caldari



District News was just informed that officers of Caldari Independent Navy Reserve have traveled to New Caldari. The reason is likely related to the latest news that Admiral Yanala was offered to take here own life.  Yanala's Executive Officer has testified to this in front of a Chief Executive Panel tribunal and further stated that State Executor Tibus Heth has been using members of the Caldari Providence Directorate (Provist) to cover it up and avoid worker riots against the CPD should the news get out. Admiral Yanala had just days before been greeted as an hero due to her decision to not fire the massive "doomsday" weapon on Caldari Prime saving billions of people. What this will mean is unclear at the moment, but we will update you with any news from the State.
